Meet every new bar and restaurant before it opens.
Every new bar, restaurant and liquor store in Texas files with TABC months before opening day. Soft Open puts that filing in your inbox the same morning it goes public, with owner details, venue history and a ready-to-send letter. Each one is a brand-new business that needs its whole insurance program, not just one policy.
The earliest signal a venue is coming, cleaned up and in your inbox.
Every bar, restaurant and liquor store in Texas files with the Alcoholic Beverage Commission while it's still being built. That filing is public. Almost nobody reads it.
They file with TABC
An owner applies for a liquor license during build-out, usually a few months before opening day.
We clean and check it
We group each location's permits and check the address against every license on record, so you can tell a brand-new venue from a new owner taking over.
You reach them first
About an hour after TABC publishes each morning, new leads land in your dashboard and inbox with the policies to pitch and a ready-to-send letter.
Most agents find a new bar when the sign goes up. You'll know the morning it files.
By opening night, the owner has usually picked an agent. The window that matters is build-out, when they're signing a lease, ordering equipment and shopping for coverage for the first time.
- Day 0 · ~8:00amThe filing goes public
TABC publishes the day's new license applications.
- Day 0 · ~9:30amIt's in your inbox
Cleaned, scored, history-checked, with a letter ready to send.
- Weeks 2–10Build-out
Lease, equipment, permits. This is when they choose an agent.
- Opening dayEveryone else notices
The sign goes up, and so do the cold calls from every agent in town.
A brand-new business has nothing in place yet.
Renewal shopping is a fight over one policy. A new venue needs its entire program at once, and the agent who gets there first gets the first shot at all of it. A new owner taking over a closed bar has to rewrite everything too.
Every Soft Open lead lists the policies that venue will likely need, based on its license: full bar, late hours, restaurant, package store. Your intro letter pitches the package, not one line.
- Liquor liability
- General liability
- Assault & battery
- Commercial property
- Equipment breakdown & spoilage
- Workers' comp
- Umbrella / excess

Adjust to match your book. These are your numbers, not ours.
You pay for what your county actually produces.
Every county is priced by its real volume: the 12-month TABC average of new venues a month. Busy metros cost more but are the cheapest per venue. Small counties start at $9 and add up fast in a bundle. Every plan starts with a 14-day free trial.
The whole order gets cheaper with every county.
Own the whole metro for less.
Restaurants don't stop at county lines. Take every county in a metro and get the multi-county discount plus 5% more.
Want a county to yourself?
Buy every seat in a county at 20% off the seat-by-seat price, and no other Soft Open agency gets its leads. It's only available while nobody else holds a seat. Counties with a single seat are exclusive automatically.

Straight answers.
Where do the leads come from?
The Texas Alcoholic Beverage Commission's public open data: pending license applications and newly issued licenses. It's public record, so yes, you could dig through it yourself. What you're paying for is speed and the hours: we pull it every morning, group each location's permits, check the address history, score it and write the letters.
How fresh are the leads?
As fresh as the public record gets. TABC refreshes its open data every morning around 8am Central. We pull it at about 9:30, check each address and alert you right away, so most filings reach you the same morning they go public. Approvals (licenses issued) update the same way.
Why are new venues worth more than one policy?
A business that doesn't exist yet has no coverage yet. A new bar or restaurant typically needs liquor liability, general liability, property, workers' comp and often assault & battery, equipment breakdown, umbrella, EPLI and cyber, all placed at once. Each lead in your dashboard lists the likely lines based on its license type.
How many leads will I get?
It depends on your county. Pick yours above to see the last 30 days. Harris County alone sees well over 100 filings a month; smaller counties see a handful. The territories page shows every county's volume before you buy.
Are the leads shared with other agents?
With a shared seat, a small number of agencies (set by the county's volume, never more than a handful) see the same county. With an exclusive county, you're the only one. Seats are capped, so when a county sells out it stays sold out.
Do you include phone numbers?
No. We provide the owner or entity name, the venue address and a mailing address when TABC has one. That keeps you clear of telemarketing rules and keeps the data accurate. The intro letters are written for mail and email.
Do I have to get on a call to sign up?
Never. Pick your county, start the trial, and you're in. Everything is self-serve, and support is by email.
How is pricing set?
By volume. Each county falls in a tier based on its 12-month average of new licensed venues: Metro (40+ a month) $129, Major (25+) $89, Growth (12+) $59, Regional (6+) $39, Local (2+) $19, Rural $9. Add a second county and the whole order is 10% off, 3+ counties 15%, 5+ 20% and 10+ 25%. Complete metro bundles get 5% more. Annual plans pay for 10 months and get 12.
Can I cancel anytime?
Yes. Cancel from Settings in two clicks. If you cancel during the 14-day trial, you're never charged.
How accurate is the venue history?
We match by street address against every license TABC has on record. Shopping centers and renamed streets can occasionally confuse it, so we show the evidence ("Replacing Taste of China, surrendered 2025") and you can judge for yourself.
